Andreas Bergmann is a Full Professor of Public Finance and Director Public Sector at the Zurich University of Applied Sciences, School of Management and Law since 2002. Since 2009 he¡¯s also member of SRS-CSPCP, the Swiss Accounting Standard Setter for the Public Sector and since 2010 a member of the European Commission Accounting Advisory Group, both ongoing.

Anne-Marie Vitale is the Chair of the International Panel on Accountancy Education, which provides strategic advice to the International Federation of Accountants.  As the Chair, she leads a team of diverse and experienced professionals who provide expertise on accountancy education and who serve as a strong voice for the profession.  Anne-Marie also served as the Chair of the International Accounting Education Standards Board, an independent standard-setting body that established standards in the area of accounting education for aspiring and professional accountants.

Anne-Marie Vitale is also a PwC audit partner who leads the accounting and auditing group in PwC¡¯s U.S. Office of the General Counsel.  Previously, Anne-Marie was the Assurance Learning and Development leader in PwC¡¯s National Quality Organization and an audit partner in the practice. Anne-Marie has over 20 years of experience in the technology industry group and has served emerging and multinational public companies in various business sectors, including semiconductors, computers and networking, software, and medical devices.

Mr. Herrera, a Mexican National, has extensive experience in governance, as a practitioner and from the development and academic perspectives. He joined the World Bank in 2010 as Senior Public Sector Management Specialist in the Latin America and the Caribbean (LAC) region. He held various positions in the Bank including as Sector Manager in LAC, Practice Manager in Governance Global Practice for the LAC and East Asia and the Pacific regions in the Global Unit before leaving the World Bank Group in 2018.

Between 2018 and 2021 he has held leadership positions in the Government of Mexico as Co-Head of the Finance Team in Presidential Transition Team, Deputy Finance Minister and, most recently, as Minister of Finance and Public Credit.

Mr. Lustosa is an experienced auditor at the Brazilian Court of Audit (TCU). Carolina Vaira is a lawyer with over eighteen  years of professional experience on public law and international development issues.  She joined the World Bank in April 2006 and since then has focused her work on analytical, advisory and lending operations covering public financial management, GovTech, fiscal transparency, judicial reform  and citizen engagement in the budget and audit processes in Africa, South Asia, the Middle East and most recently in Latin America and the Caribbean.

She led the implementation of operational work in Mongolia and co-led the implementation of the Open Data Readiness Assessment ¨C ODRA in Malaysia as well as analytical and operational work on fiscal transparency in China. Since September 2022 she is based  in Brazil where she is the focal point for the Governance Practice leading the implementation of the Progestao Program as well as other public institutions and climate change related work.

Before joining the Bank, she was a public servant in the Argentine Government (at the Ministries of the Economy and Foreign Affairs), and worked as a legal consultant at the European Commission (DG Competition), the WTO and UNCTAD. Mr. Riveros Garc¨ªa is an expert in international development, anti-corruption, and civic technology. Since he was 18, Mr. Riveros Garc¨ªa has been the Founder and Executive Director of reAccio?n, a grassroots organisation that catalyses community innovation to fight corruption and which currently works in Paraguay¡¯s three largest cities. He founded reAcci¨®n after leading a student mass demonstration.

Before he was 22, Mr. Riveros Garc¨ªa co-founded an international anti-corruption network incubated by the World Bank Institute and presented his innovations at the World Economic Forum, the International Anti-Corruption Conference (IACC), and the World Bank¨CIMF Annual Meetings.

Mr. Riveros Garc¨ªa¡¯s projects have reformed national policies related to public procurement and investment in education and contributed to a five-fold increase in the correct use of funds for school infrastructure in his home city, Paraguay¡¯s richest. Mr. Acu?a is a lawyer with financial training specializing in sustainable finance and financial regulation. He has relevant experience in regulatory and supervisory issues associated with climate-related financial risks and in policies related to sustainable finance, like taxonomies.

Gabriel is currently the Head of Sustainable Finance Information Supervision at the CMF, where he is one of the first financial supervisors in the world to supervise mandatory sustainability-related disclosures of listed firms. Ian Carruthers became Chair of the International Public Sector Accounting Standards Board (IPSASB) in 2016, having been a Board Member since 2010. As a Board Member he led IPSASB¡¯s work on Long Term Financial Sustainability and alignment between IPSASs and Government Finance Statistics. Ian is now in his third term as IPSASB Chair, which runs until the end of 2024.

After joining HM Treasury from PricewaterhouseCoopers in 1999, Ian played a key role in the UK Government¡¯s transition from cash to accrual budgeting and reporting, in particular leading its Whole of Government Accounts program. He joined CIPFA in 2006. As part-time Chair, CIPFA Standards, Ian has been involved in all aspects of the Institute¡¯s guidance development activities, including leading its work on the Role of the Public Services CFO, and the development of the International Framework for Good Governance in the Public Sector in partnership with IFAC.

Jorge Luis is a fiduciary senior specialist at the Interamerican Development Bank (IADB), a position he has held since February 2013. Jos¨¦ Pugas is Partner and Head of Responsible Investments and Engagement at JGP Asset Management. He is a political scientist with over 15 years of experience in sustainability and finances, leading different projects in Brazil and LATAM. Currently, Jos¨¦ Pugas is an active member of think tanks and international forums dedicated to discussing regenerative finances, nature-based solutions and just transition.

Joseph Mubiru Kizito, a Ugandan National, is the Practice Manager for Governance-Financial Management in Latin America and the Caribbean. He is a chartered accountant and a member of the Institute of Chartered Accountants of Scotland. He graduated from the University of Glasgow with a Bachelors Degree in Accounting, and from the University of London with a Masters degree in public policy and management.

He has 24 years¡¯ experience in the World Bank, during which time he has worked on ensuring robust fiduciary arrangements in the management of World Bank funded projects. Furthermore, he has contributed to designing and implementing reforms to bolster the country systems used to manage public resources, and to strengthen financial reporting regimes and internal and external control agencies. He also has experience in supporting the strengthening of accountancy professions in a number of countries. In his current position, Mr Kizito is responsible for overseeing the implementation of financial management policy in Bank-financed operations and for building country systems that reflect global knowledge and cutting-edge solutions to governance challenges in the Latin America and Caribbean region.

Prior to the World Bank, Mr Kizito worked as an audit manager in Coopers & Lybrand, as PWC was known at that time, in London and in Uganda.

Juan Carlos Serrano is a professional with extensive international experience in the private, public and financial sectors with focus on international development, governance, sustainability and transparency reforms. Juan Carlos is currently working for the Operations and Policy Services unit at the World Bank, based in Washington, D.C. and working at the global level.

Juan Carlos has led multiple projects and technical studies focused on sustainable public finances, debt and fiscal transparency, and public investment management. He is the World Bank representative with the International Ethics Standards Board for Accountants (IESBA) and the International Auditing and Assurance Standards Board (IAASB).

Before joining the World Bank, Juan Carlos worked at the Ministry of Finance of Mexico, the Mexican Banking and Securities Commission, and other commercial banking institutions. Mr. Juan Torres Garc¨ªa is currently a federal public servant, in the Ministry of Finance and Public Credit (SHCP) where he works as Head of the Government Accounting Unit and Technical Secretary of the National Accounting Harmonization Council (CONAC). He has a degree in Public Accounting and a Master's in Economics at El Colegio de M¨¦xico.

He has worked in the state government of Mexico City, where he held different positions such as Undertreasurer of Cadastre and Territorial Register, Advisor and Director of Concentration and Control of Funds of the Ministry of Finance.

In public entities, he has been Operations Coordinator at Financiera Rural and Head of the Budget Management Division at the Mexican Institute of Social Security.

At the international level, he was president of the Forum of Government Accounting of Latin America FOCAL, during the period from April 2021 to October 2022.

Kevin Dancey, CM, FCPA, FCA became IFAC¡¯s Chief Executive Officer in January 2019.

Mr. Dancey has a long history of leadership in the accountancy profession as well as in public service. As Canadian Institute of Chartered Accountants President and CEO, Mr. Dancey led the Canadian accountancy profession¡¯s unification, becoming CPA Canada¡¯s first President and CEO after the merger. His experience also includes serving as the Assistant Deputy Minister, Tax Policy, at Finance Canada (1993-1995), on the Canadian Auditor General Panel of Senior Advisors (2006-2015) and as an Auditing and Assurance Standards Oversight Committee member (2017-2018) and CCAF-FCVI Inc. board member (2008-2013).

Mr. Dancey¡¯s international accountancy experience includes the Public Interest Oversight Board (2017-2018), the IFAC board (2006-2012) and the Global Accounting Alliance (2006-2016), where he was also Chair from 2008 to 2012.

Prior to joining the Canadian Institute of Chartered Accountants, Mr. Dancey was PwC¡¯s Canadian Senior Partner and CEO and was a PwC Global Leadership Team member from 2001-2005. He was national tax practice leader for Coopers & Lybrand before the merger with Pricewaterhouse.

Mr. Dancey currently chairs Finance Canada¡¯s Departmental Audit Committee and is on the Advisory Board of the CPA Canada Martin Family Initiative, which mentors Canadian indigenous youth, having previously served as the National Coordinator for the program. Mr. Nu?ez del Arco currently serves as Director General of Public Accounting at the Ministry of Economy and Finance of Peru, where he is part of the Public Sector Financial Administration and oversees the National Accounting System. Furthermore, as part of his role, he also serves as Chairman of the Accounting Standards Board, which approves the accounting standards to be applied in the private sector.

He is a Certified Public Accountant. He has an MBA in Business Management, a Master in Finance, a Specialization in Public Management and an international certification in International Financial Reporting Standards (IFRS) and International Public Sector Accounting Standards (IPSAS).

He has more than 20 years of experience as a financial auditor in the Big Four firms, a World Bank consultant and a central manager at the Office of the Comptroller General of the Republic. He has participated in several projects related to process improvement, internal control and implementation of accounting standards.

In October 2022, he was appointed president of FOCAL for one year.

Osvaldo Rudloff is Chilean and has developed his career in the field of auditing and government control. Since 2021 he has worked as a consultant, supporting the implementation of different projects in Latin America, the Caribbean, Africa and Europe, together with the Inter-American Development Bank, IDB, the World Bank, German cooperation, among other cooperation actors. Previously, he worked at the Comptroller General of Chile, where he served as a reporting lawyer, investigator, and internal auditor, to later be appointed director of international relations, in which context he served as executive director of the Latin American and Caribbean Organization of Supreme Audit Institutions and as Coordinator of the Anti-Corruption Alliance UNCAC Chile.

In addition to his work experience, Osvaldo holds a law degree and a Master's Degree in Management Sciences from the Getulio Vargas Foundation in Brazil. He has published articles in specialized journals, focused on the importance of control and audit institutions in achieving the sustainable development goals.

He is a lawyer and notary public, graduated from the Universidad Nacional de Asunci¨®n in 2005.

In the private sector he worked as an independent lawyer, while in the public sector he worked in several entities as an external consultant: Office of the Controller General of the Republic, Organization of American States, National Directorate of Intellectual Property, Presidency of the Republic, Central Bank of Paraguay, among others, and he was the Director of the National Directorate of Public Procurement in 2013.

He has significant experience in matters related to Administrative Law, Public Procurement, Tax Law, Public Finance, Civil and Commercial Law, Business Law, Banking Law, Stock Exchange Law,  and Telecommunications Law.

He taught several undergraduate and graduate courses at several universities in the capital city and participated as a speaker in multiple events organized by the Inter-American Network on Government Procurement, the Open Contracting Partnership, the World Trade Organization, the United Nations, among others. Furthermore, he collaborated in the drafting of several articles and publications on Public Procurement and Management.

He is the National Director of Public Procurement since 2018.

Sebasti¨¢n is a professional with diverse training and experience in areas related to Supreme Audit Institutions (SAIs). He has over 25 years of experience working with SAIs and has held various roles and responsibilities at the Argentinean National Audit Office. He has worked on various topics and sectors, including public debt management, international financing, and the application for funding in different government sectors.

In 2004, he participated in the International Program of the Canadian Audit and Accountability Foundation, which allowed him to contribute to implementing performance audits in the AGN. He subsequently developed a more comprehensive vision of the auditor's role through his studies in public policy evaluation.

In his final years at AGN, he specialized in institutional governance, strategic capacity development, and the role of SAIs in the public financial administration system. He also worked as the head of the AGN audit team in EFSUR, a sub-regional organization of OLACEFS.

Sebasti¨¢n has also worked as a university lecturer on performance auditing and public policy evaluation, providing specific support to  Argentina's subnational audit entities. He has supported the CAAF activities in Latin America and has integrated evaluation teams for multilateral financing projects.

Since 2018, Sebasti¨¢n has worked in Norway as Capacity Development Manager for OLACEFS in the INTOSAI Development Initiative (IDI). In this role, he works with OLACEFS members, donors, and INTOSAI to identify the needs of SAIs and explore synergies for implementing initiatives that optimize support for SAIs independence, governance, visibility, quality, relevance, and impact. His programme management functions include the design, integration of teams, contact with stakeholders, and implementation, monitoring, and evaluation of initiatives related to governance, capacity development, strategic planning, and audit quality.

Ms. Silva is the Professional Practice Director at EY Brazil where she serves as a Global Client Service Partner of a company registered with both the CVM and the SEC and leads a team of more than 30 professionals.

She forms part of EY¡¯s Professional Practice Group (PPG), which is responsible for consultations on technical matters. She currently sits on the board of the Institute of Independent Auditors of Brazil (IBRACON) where she leads professional development efforts. She has more than 28 years of professional experience in providing external audit services. Ms. Silva has a degree in Economics and Accounting and an Executive MBA.

Sr. Financial Management Specialist / World Bank / Brazil.

Mrs. Amaral is a Senior Financial Management Specialist and the Financial Management Coordinator in the Global Governance Practice of the WB in LCR, based in Brazil. She is a certified CPA, graduated in Economics and Accounting with a master's degree in Public Finance, and specializations in related areas, including Internal Control and External Control. He has extensive experience in the Public Sector, State Owned-Enterprises, and Finance Institutions. In addition, he has strong technical knowledge of international assurance risk models and the use of country PFM systems, having worked on more than 120 Bank-financed operations over the last twenty-five years.

Ms. Amaral earned multiple honors from academia and the public sector during the last few years. She recently received a commendation from the National Internal Control Council of Brazil for leading significant internal control reforms and knowledge sharing.

Tadeu Cendon joined the IASB on 1^st July 2019. He is also the chair of the Emerging Economies Group, IASB consultative group with the aim to enhancing the participation of emerging economies in the development of IFRS Accounting Standards.

Before joining the IASB, Mr. Cendon was a partner at PwC Brazil Accounting and Consulting Services (ACS) where he worked for 30 years. He was the engagement partner for the audit of major clients, including Foreign Private Issuers, the IFRS technical leader in Brazil and one of the designated PwC Global ACS Partners.

Tadeu also served for many years as a director at the Brazilian Institute of Independent Auditors (IBRACON), as well as a member of the Continuing Professional Education Committee of the Brazilian Federal Accounting Council (CFC). Mr. Cendon was a member of the Regulation for Private Equity Funds Council of the Brazilian Association of Financial and Capital Market Entities (ANBIMA).

Mr. Seidenstein is the chair of the International Auditing and Assurance Standards Board and the co-CEO of the International Foundation for Ethics and Audit, the recently created organization that houses the IAASB and the International Ethics Standards Board for Accountants (IESBA). Since the beginning of 2023, he has served as co-CEO with IESBA Chair Gabriela Figueiredo Dias.

He was initially appointed chair in July 2019 and reappointed to a three-year term in June 2022. In this role, and now as co-CEO, he has overseen significant revisions of existing audit standards aimed at enhancing public trust, the initiation of a new workstream aimed at creating a global assurance standard for sustainability, and an updated strategy aimed at increasing the responsiveness of standard setting.

Ms. Borgerth has served as the Head of Brazilian Network for Integrated Reporting since 2012 and is a member of the Expert Panel of Accounting for Sustainability ¨C A4S. She is a Board Member at SHIFT Project and serves as the Brazilian Institute for Corporate Governance¡¯s representative at the International Integrated Reporting Council.? Verity Chegar was appointed as a full-time member of the International Sustainability Standards Board (ISSB) in June 2022, effective 15 July 2022.

Prior to becoming an ISSB member, Ms Chegar held a variety of ESG investment leadership positions. Most recently, she led the California State Teachers¡¯ Retirement System¡¯s (CalSTRS) policy on sustainable investment and stewardship issues and managed the pension fund¡¯s work to reach its net zero ambition.

Before that Ms Chegar worked at BlackRock, where she integrated ESG into the investment process across the firm¡¯s global portfolio management group of public and private investment teams and advanced the consideration of material environmental and social issues for engagement and proxy voting teams. Before BlackRock, she was a sustainability research analyst at Allianz Global Investors, rating the sustainability performance and outlook of global technology and global healthcare companies for investment implications.

Ms Chegar also has a wealth of sustainability standard-setting expertise. She began participating in SASB¡¯s standard-setting process in 2014 as a member of the SASB Standards Council¡¯s Sub-Committee on Metrics. She went on to serve as an inaugural member of the SASB Standards Board from 2017 and as Co-Vice Chair from 2018 to 2022. She also served as Board Liaison to the SASB Standards Investor Advisory Group.
