CIF¡¯s teams implement a range of strategic and demand-driven activities covering some of the most important and pressing challenges facing climate finance funders and practitioners. Drawing on experience from across the CIF portfolio of investments in clean energy; forests; and resilience in over 70 developing countries; the CIF uses evaluation to support accountability and to enhance learning.This Terms of Reference (ToR) is for an evaluation of the CTF. The evaluation is expected to use a mixed-methods evaluation (MME) approach to capture the program¡¯s overall performance and include three levels of evaluative assessments: the CTF portfolio level; CTF country level; and CTF project level. The evaluation will also include a cross-cutting secondary literature review to support the assessment at these three levels and to avoid the duplication of work in case rigorous evaluative work has already been undertaken at these levels. The deliverables from the evaluation will be used to inform current and future activities of CIF (for the CTF and other programs); and disseminated to CIF partners and stakeholders through print; virtual events; and other channels.
