This portfolio aims to assist the Government of India at both the federal and state levels in navigating the complex transitions required to build a more effective and responsive health system that can address the dual burden of disease while preparing for the challenges and opportunities arising with an aging population. HSTI is structured into three key pillars: 1.Creating and sustaining a health system that delivers high-quality care.2.Improving access to comprehensive primary health care.3.Preparing the health system for a rapidly aging population. Pillar 1 focuses specifically on health care quality improvement; an area which this consultancy will exclusively support. The objective of this consultancy is to assist the World Bank to provide technical assistance to five priority states in reviewing the current state of quality of care and support its enhancement through various targeted activities. The primary targeted activity will be to support the development of Quality-of-Care Strategies (QoCS); through the assessment of the current state of quality of care; identifying priority areas for improvement; drafting the QoCS learning from the national and international best practices and stakeholder consultation. While the primary focus of this consultancy will be on the development of QoCS; it will also provide cross-functional support to other related activities within Pillar 1; ensuring a holistic approach to improving health care quality. SCOPE OF WORK The consulting firm will support the World Bank in the following tasks across five priority states: * Conducting rapid health system and comprehensive quality of care situational analyses; including stakeholder mapping and in-depth exploration of identified priority areas for quality improvement. * Assisting the World Bank team in engaging with government counterparts responsible for the QoCS development (QoCS development teams or committees). This involves organizing consultations with and gathering feedback from key stakeholders; such as government counterparts; national experts; donors and the general public.* Organizing capacity building and knowledge exchange events in collaboration with the World Bank teams in and for the five priority states. * Supporting the World Bank teams in providing hands-on technical assistance to the state governments; including primary data collection (qualitative); secondary data analyses and desk reviews to inform QoCS development. * Offering limited cross-functional support to other related areas as required.
