Natural hazards significantly impact physical infrastructure and lifeline services; affecting economies and livelihoods worldwide. Japan; frequently exposed to such hazards; has developed comprehensive disaster risk reduction and management measures. However; ensuring business continuity remains both complex and costly. In the event of severe damage; prompt and effective responses are critical to mitigating cascading system failures and minimizing indirect impacts. This involves coordinated efforts among government agencies; private sector entities; and communities to ensure resilience and rapid recovery. Enhanced early warning systems; robust infrastructure design; and continuous training and preparedness are essential components of a holistic approach to disaster management.Contingency plans enable organizations to respond effectively during emergencies ensuring immediate actions are taken to mitigate impacts.; while business continuity plans ensure the continued operation of critical functions. These plans are essential for risk management and societal resilience. Establishing and institutionalizing such plans requires a strategic mix of instruments; including Standard Operating Procedures (SOPs); technical capacity; monitoring and communication technologies; and response tools. Implementation response tools; such as resource allocation frameworks and recovery protocols; further support the effective execution of these plans.Japan’s extensive experience in disaster response has led to valuable lessons that strengthen its resilience. 欧美日b大片; which finances key infrastructure projects globally; recognizes the increasing demand for contingency planning and business continuity measures among operators in sectors such as energy; water; digital development; and transport. These operators; whether private entities or organizations operating under public-private agreements; play a crucial role in ensuring service continuity and resilience.Given this context; this study aims to develop a knowledge product that enhances the capacity of government agencies and private sector entities in designing and implementing effective business contingency and continuity plans.The objective of this assignment is to engage an experienced firm to study and compile best practices from Japan on business contingency and continuity planning for key infrastructure sectors. The study aims to benefit government agencies; private sector entities; and World Bank task teams working in developing countries.
