The Lebanon Emergency Assistance Project (LEAP) supports the most urgent repair and reconstruction of damaged critical public infrastructure and public lifeline services and the sustainable management of rubble. As a high-risk operation; the Project includes supplemental arrangements; such as third-party monitoring and enhanced supervision with regular audits; to mitigate risks . The LEAP Project will support the Government of Lebanon (GoL) in a sequenced approach to response; recovery and early reconstruction. This will include improvements in the environmental management of rubble and restoration of lifeline services and critical infrastructure in prioritized areas affected by the conflict. The Project will inform longer term reconstruction of damaged public buildings and infrastructure using a Build Back Better (BBB) approach to promote adaptation to climate change; sustainability; inclusion such as people with special needs; and significant energy efficiency improvements and considering options for private sector financing. The four Project components are: (1) Immediate Response; (2) Public Lifeline Services and Critical Public Infrastructure Recovery; (3) Sustainable and Robust Reconstruction of Public Infrastructure and Public Lifeline Services; and (4) Project Management.To mitigate risks and maximize performance and accountability; the World Bank is seeking to contract an International Lenders Engineer Consultancy Firm to complement its supervision of the LEAP Project; in line with the Project's Legal Agreement and Project Operations Manual (POM); and the World Bank¡¯s overall fiduciary and Environmental and Social Framework (ESF) responsibilities and the Project's Environmental and Social Commitment Plan (ESCP).  The International Lenders Engineer Firm will be hired by the World Bank for following general objectives:a.       To report to the World Bank on the status of project implementation and contract administration; and compliance with Environment and Social Framework (ESF) requirements; procurement and financial management procedures in support of its mandatory reviews; verification; and audits;b.       To monitor compliance of works and associated facilities with ESF (including OHS) requirements;c.       To identify implementation challenges that may require World Bank institutional capacity building initiatives to strengthen the fiduciary; ESF; and Project implementation;d.       To carry out physical verification of delivery of goods; including their installation at sites; as well as works; consultancy and non-consultancy and other assets;e.       To monitor financial management transactions; with particular focus on the riskier areas and any specific items (transactions; contracts; reports; etc.) at the World Bank request;f.        Review; on a sample basis; contracts and procurement processes and financial flows for enhanced due diligence on Anti-money laundering and Combating the Financing of Terrorism (CFT) detection and to advise the WB on any concerns on AML/CFT and fraud/corruption;g.       Review of the locality level-Needs Assessment conducted by the GoL financed by the Project.h.       To provide other related additional support made at the request the World Bank as need arises (e.g.; provide review of documentation for specific contracts; site visits etc.); andi.         Provided lessons learned and recommendations for improving monitoring of Projects in Lebanon and more broadly for countries recovery/reconstruction after conflict.
